Put a tiny local agency against a big national firm for a campaign... no contest

Last spring I managed a $15k budget for a local coffee shop chain and we compared two agency pitches. One was a huge national firm with fancy case studies, the other was a 3-person local shop that knew the city. The local agency crushed it because they understood the neighborhood vibe and brought in real customer quotes. National firm just threw generic stock photos and buzzwords at us. Has anyone else had better luck with smaller agencies over big names?
