Noticed my neighbor's paver patio sinking after 4 months, turns out it was the base all along

Stopped by his place last Tuesday to borrow a drill and saw a 2 inch dip by the fire pit, he said the installer skipped the gravel layer and now we're pricing out a full redo, has anyone else dealt with a contractor who cut that corner?

Blame the builder, sure, but you didn't check the base before paying him.
