Spotted the same guy blocking the fire lane at the Kroger parking lot two days in a row

I was telling my buddy about it over the weekend, and he said hey, maybe he's got a medical reason or something? But then I saw him sprinting out with just a bag of chips, so that theory kinda went out the window. Has anyone else noticed parking enforcement getting worse around here or is it just my area?

Used to think people were just dramatic about parking but now I get it after seeing this.

The guy by my Kroger always parks in the fire lane but has a handicap placard so I cut him some slack. Still annoying but I try not to assume the worst without knowing the full story.
