Old apartment wiring in Austin made me double check everything

Last Tuesday I was hooking up a new modem in this 1980s complex off Riverside and the ground wire was tied to a pipe that wasn't even bonded. Took me 20 extra minutes to run a proper ground because the panel tag said it was updated but clearly nobody touched it in 30 years. I see this way too often where a label lies and you trust it until something sparks. How many of you actually pull the cover and verify before you walk away from a job?

And it's never just wiring, labels everywhere lie until shown otherwise.

Is checking every panel really practical when the label was signed off by a licensed inspector?
