Found out tack strips are technically illegal in some city buildings

I was pulling permits for a lobby job in Denver last month and the inspector told me our 8mm tack strips violate fire code in high-rise common areas, had to switch to glue-down for the whole 2,000 square feet. Anyone else run into a building code that completely changed how you prep a room?
