I finally set up a rain barrel to catch water for my garden, but my HOA says it's against the rules. Any advice on how to deal with this?

Absolutely, get actual numbers from your water bills before and after, plus any local stats on drought. HOAs care about property values, so frame it as a green feature that saves everyone money long term. If you show it's tidy and painted to match your house, they might bend the rules. Sometimes they just need to see you're not creating an eyesore.

Terryk28 is spot on about pulling the water bills, and @the_elliot isn't wrong about the data. From my own HOA battles, though, you need to make it about their bottom line. Show them how much the whole neighborhood could save if everyone did this, not just you. Throw in some pics of a painted barrel that looks nicer than their ugly lawn ornaments. Sometimes you have to speak their language of money and curb appeal to get anywhere.

HOA said no? Show them water savings data.
