Can we talk about how long it took me to figure out dried beans

Tried to make a pot of pinto beans for under $2 and they stayed rock hard for 3 hours because my tap water in Phoenix is apparently too hard for them to soften. Does anyone else deal with this, and does bottled water actually fix it or am I overthinking it?
