Rant: The parking garage exit at Tampa International that never makes sense

I flew into Tampa last Friday and followed the signs to the short term garage exit. The gate arm lifted, I paid $28, then got stuck in a loop that sent me right back past the same booth I just left. A guy in a golf cart waved me through a service lane, and I ended up on the departure level instead of the exit. Has anyone else noticed that garage was clearly designed by someone who never actually drove a car through it?
