Rant: Is it rude to call out a server who forgets your drink refill, or just honest?

I was at a packed diner on Route 9 last Friday, waited 20 minutes for a refill while the server passed me twice. I finally said 'hey, can I get that Coke?' and she rolled her eyes. Some buddies say I was rude for not just letting it slide, but I think a simple reminder is fair when they're clearly swamped. Do you call it out or stay quiet and just sip warm water?

Twenty minutes for a Coke in a diner is insane, that's not a swamped excuse.
