Our family gift exchange is getting out of hand

After helping my sister sort her closet last Friday in Dayton, I counted 14 unused candles and 6 kitchen gadgets from the last three birthdays. I told my relatives we should cap gifts at $20 or do a white elephant instead, and they acted like I suggested canceling Christmas. Has anyone else pushed back on this and actually gotten their family to agree?
