Serious question, my neighbor's persistent 'borrowing' of garden tools without asking has me conflicted

They keep taking my rake and shears for quick tasks, always returning them but never seeking permission first. It feels disrespectful, yet confronting them over such minor items seems overly harsh and could sour our rapport. Do you think it's better to set a firm boundary or just let it slide to maintain peace?

Mentioned it casually and they started asking every time.

Why does that always seem to happen? I totally agree... I made the offhand comment that I could fix basic computer issues and now I'm the unpaid IT department for my neighborhood. It's endless... every other day someone's router is "acting up". I've even started pretending I'm busy when I see them coming. Once you offer once, it becomes an eternal expectation, doesn't it?
